With this tool you can freely select areas. When you use the shortcut L the first time, you select the Basic Lasso Tool. The Lasso Tool is used for selecting a free area of your image (not a geometrical shape). If what you need is a perfect circle, select the Elliptical Marquee Tool and hold down the shift key while dragging your selection. You can then select your desired area in the image.
